I put it in there along with msvcrt10.dll, and removed it from the GIMP plugins folder.  I now have pspi.exe in the GIMP plugins folder, plugin.dll in C:\Windows\System 32, and msvcrt10.dll in C:\Windows\System 32.  When I start the GIMP, I get the same symptoms that i described earlier.</description>

and ran GIMP...i got the error message "the procedure entry point InitializePIExpressDialogs could not be located in the dynamic link library PLUGIN.dll
I had to force a close of the GIMP</description>
